NLC Statement on the Senate Coronavirus Relief Proposal
Today, the Senate released an initial proposal for the next round of federal coronavirus relief. The framework, the HEALS Act, will kick off negotiations between the Senate, House and Administration on a final relief package, hoping to be passed before Congress departs for August recess. As proposed, the HEALS Act does not include additional funds for state and local governments. Following the announcement of this proposed legislation, Clarence E. Governor Greg Abbott today announced that the Federal Emergency Management Agency (FEMA) and President Trump have granted a Federal Emergency Declaration request for Public Assistance Category B (Emergency Protective Measures). Specifically, FEMA is authorized to provide emergency protective measures (Category B), limited to direct Federal assistance and reimbursement for mass care including evacuation and shelter support at 75 percent federal funding. The Governor submitted this request yesterday as Hurricane Hanna approached Texas.
