Congressman Al Green Champions Justice for SNAP Theft Victims with Groundbreaking Legislation

In a bold and compassionate response to an escalating crisis, Congressman Al Green (D-TX) has introduced H.R. 2983—the SNAP SECURE Act of 2025—a legislative gamechanger aimed at safeguarding the integrity of the Supplemental Nutrition Assistance Program (SNAP) and restoring stolen benefits to the vulnerable individuals and families who need them most.

Officially titled the Supplemental Nutrition Assistance Program Safeguarding Eligible Clients Under Reimbursement Enforcement (SNAP SECURE) Act of 2025, this forward-thinking bill addresses the alarming surge in SNAP theft cases across Texas and beyond. With over 32,000 reported incidents of SNAP fraud in Texas alone over the past two years, the stakes are higher than ever. More than 3.5 million Texans currently rely on the SNAP program, which distributed over $615 million in benefits through Lone Star cards as of March 2025.

“People shouldn’t have to choose between reporting fraud and feeding their families,” said Congressman Green. “This legislation is designed to bring justice and security to those who’ve been robbed of their right to nourishment. I plan to pursue an amendment to the next appropriations bill to ensure that this effort becomes law.”

The SNAP SECURE Act seeks to reinstate compensation mechanisms for SNAP recipients who have experienced benefit theft, including reimbursement processes and enhanced protective measures against card skimming and identity fraud. If passed, the legislation would mark a significant step forward in combating food insecurity and financial vulnerability across underserved communities.

SNAP theft disproportionately affects households already living paycheck to paycheck—single mothers, senior citizens, disabled individuals, and low-income families—deepening the cycles of poverty and hunger in communities like Houston's Fifth Ward, Sunnyside, and other marginalized neighborhoods.
