In a move stirring waves across Washington and beyond, Ranking Members Rep. Shontel Brown (D-OH) and Rep. Gerald E. Connolly (D-VA) have officially launched a congressional investigation into the Biden-to-Trump transition-era use of Elon Musk’s Starlink satellite internet services within key federal agencies—including the White House itself.
With Musk now reportedly serving as head of the controversial Department of Government Efficiency (DOGE) under the Trump Administration, federal watchdogs and members of Congress are sounding the alarm on ethics, national security, and the integrity of public procurement processes. According to a recent letter addressed to White House Chief of Staff Susie Wiles, Acting GSA Administrator Stephen Ehikian, and Office of Administration Director Joshua Fisher, the lawmakers are demanding transparency on how and why Starlink services—“donated” by Musk’s company—were quietly integrated into the White House and other federal offices.

Conflict of Interest or Tech Revolution?
While Starlink’s cutting-edge satellite internet technology is lauded for delivering high-speed broadband to remote corners of the globe, its growing footprint in federal operations has ignited ethical and cybersecurity concerns. The crux of the issue lies in Elon Musk’s dual role as both the owner of Starlink and a federal official—an overlap that has, according to lawmakers, opened the door to potential conflicts of interest and misuse of government contracts for private gain.
“Donations such as this raise considerable red flags,” wrote Brown and Connolly. “Mr. Musk’s intertwined private and public sector roles could enable undue influence and preferential treatment that violates federal ethics guidelines.”
The lawmakers emphasized that such arrangements blur the lines between public service and private enterprise—especially when high-level executive access is at play. They further questioned whether Musk’s leadership role within DOGE has provided Starlink with an unfair advantage in securing or expanding its federal presence.
Cybersecurity Concerns Take Center Stage
Beyond ethics, the integration of privately-controlled internet infrastructure into the White House ecosystem poses potential cybersecurity vulnerabilities. As the nation’s most sensitive communications and operations unfold within 1600 Pennsylvania Avenue, security experts are raising eyebrows at the prospect of a third-party satellite network—no matter how advanced—being interwoven with government systems.
“Even if Starlink’s services were offered as a ‘donation,’ the implications are anything but free,” cybersecurity consultant LaTasha Holmes told Houston Style Magazine. “The government must tread carefully when accepting technology that may come with hidden strings or unintended access.”
A Call for Transparency and Accountability
Brown and Connolly’s letter calls for full documentation and clarity on the installation, procurement, and future use of Starlink within federal agencies. They’ve asked for all relevant records to be submitted by April 21, 2025, urging the Biden and Trump-era administrative offices to affirm their commitment to IT security, government transparency, and ethical conduct.
