AUSTIN – Governor Greg Abbott yesterday appointed Stephen Shang and Roberto Lay-Su and reappointed Roland Brown, Scott McDonald, and Douglas Robinson to the Industrialized Building Code Council for terms set to expire on February 1, 2019. Additionally, he appointed Marcela Rhoads, Suzanne Arnold, and Brian Bailey and reappointed Randall Childers and W.F. “Dubb” Smith for terms set to expire on February 1, 2020. The council oversees the state program regulating industrialized housing and buildings.

Stephen Shang of Austin is CEO of Falcon Structures. He is a member of the Modular Building Institute, National Portable Storage Association, and the Young Presidents’ Organization. Additionally, he is an advisory council Member for The University Of Texas College Of Engineering and a member of the Rotary Club of Austin. Shang received a Bachelor of Science in electrical engineering from The University of Texas at Austin and is a graduate of Massachusetts Institute of Technology Entrepreneurial Masters Program.

Roberto Lay-Su of Sugar Land is president of LS&A Group, Inc. He is a past president of the Asian American Association of Architects and Engineers. Lay-Su received a Bachelor of Science in architectural engineering and a Master of Science in engineering from The University of Texas at Austin.

Roland Brown of Midlothian is vice president of Design and Development for Ramtech Building Systems, Inc. He is government affairs chairman and vice president-elect for the Modular Building Institute and a member of the International Code Council.

Scott McDonald of Keller is director of Development Services for the City of Denton. He is a board member for the National Institute of Building Sciences and a member of the Texas Chapter of American Planning Association. McDonald received a Bachelor of Business Administration and a Master of Public Administration from Wayland Baptist University.

Douglas Robinson of Coppell is real estate manager for North America for Williams Scotsman, Inc. He serves on the Coppell Planning and Zoning Board and on the Code Development and Government Affairs Committee for the Modular Building Institute. Additionally, he is a member of the Coppell Citizens’ Police Academy. Robinson received a Bachelor of Science in building construction from Texas A&M University at College Station.

Marcela Rhoads of Dallas is owner of Abadi Architecture and Accessibility. She is a member of the American Institute of Architects, Texas Society of Architects, and the Accessibility Professional Association. Additionally, she serves on the Code and Standards Committee of the American Institute of Architects Dallas Chapter and as an Architectural Advisory Board member for Tarrant County Community College. Rhoads received a Bachelor of Architecture from The University of Texas at Austin.

Suzanne Arnold of Garland is Chief Building Official for the City of Coppell. She is a member of the International Code Council and president-elect for the North Texas Chapter of the International Code Council. Additionally, she is a member of the Building Officials Association of Texas and serves on the Regional Codes Coordinating Committee and the Energy & Green Advisory Board for the North Central Texas Council of Governments. Arnold received a Bachelor of Science in Architecture from Texas Tech University.

Brian Bailey of Austin is President of Brian A. Bailey Homes. He is a Commissioner for the Austin Crime Commission and is a member of the University of Texas Chancellor’s Council Executive Committee. Bailey received a Bachelor of Business Administration in finance from The University of Texas at Austin and a Master of Business Administration from the University of Houston.

Randall Childers of Hewitt is a building official for the City of Waco. He is a board member for the International Code Council Region X Coalition and the International Association of Building Officials. Additionally, he is a member of the International Code Council Bluebonnet Chapter and the Building Officials Association of Texas. Childers received an Associate of Applied Science in construction from Texas State Technical Institute and a Bachelor of Applied Arts and Sciences in construction from Tarleton State University.

W.F. “Dubb” Smith of Dripping Springs is president of the W.F. Smith Company, an appraisal and consulting firm. He is a member of Texas Association of Realtors, San Marcos Board of Realtors, and The Appraisal Institute. Smith received a Bachelor of Science in real estate economics and agribusiness from Texas A&M University.
