Harris County Commissioners Lesley Briones and Rodney Ellis announced the appointment of Porscha Brown as the new Executive Director of the Managed Assigned Counsel (MAC) Program. The appointment represents another step in strengthening the county’s efforts to ensure fair and equitable access to quality legal representation for all residents, regardless of income.
Brown brings extensive experience to the position, having served as Assistant Chief Public Defender in Harris County and as an active member of the MAC Advisory Board. With a strong background in public defense across Texas, she has demonstrated a deep commitment to justice, attorney support, and effective program leadership.
The Managed Assigned Counsel Program plays a central role in providing high-quality legal representation to individuals who cannot afford private counsel in Harris County’s criminal misdemeanor courts. The program manages attorney appointments, coordinates training, and offers comprehensive support services such as investigators and social workers. Through this structure, MAC enhances oversight, accountability, and the overall effectiveness of the county’s indigent defense system.
Under Brown’s leadership, the program is expected to advance a more robust and equitable indigent defense system that safeguards individual rights and promotes fairness throughout Harris County’s courts.
