SERJobs, a nonprofit organization serving the Texas Gulf Coast, has announced the appointment of Liliana Rambo, IAP, CM, CAPP, as its next Chief Executive Officer, effective July 14, 2025. The leadership transition comes as the organization marks its 60th year of providing education, workforce training, employment, and financial empowerment services across the region.

Rambo brings extensive experience in public service, nonprofit leadership, and workforce development. She previously held the position of Chief Terminal Management and Administration Officer at the Houston Airport System, where she managed a budget exceeding $120 million and led workforce initiatives that supported over 1,300 employees. Her work integrated public sector goals with nonprofit principles, emphasizing access, equity, and service to underserved communities.
A longtime Houston resident, Rambo has been actively involved in civic and nonprofit leadership. Her service includes board roles with the Texas USO and the Houston Airport System’s Wings of Compassion. She also led the WPG-Houston Chapter as President from 2006 to 2011 and served more than a decade with the International Parking and Mobility Institute, where she held positions as Board Member and Chair.
As CEO, Rambo will oversee SERJobs’ strategic initiatives, strengthen employer and community partnerships, and guide programmatic innovation. The organization operates three locations across Houston, Galveston, and Fort Bend, serving individuals in over 13 counties. Its programs support thousands each year through job training, career coaching, wraparound services, and connections to employment opportunities.
Rambo succeeds Sheroo Mukhtiar, who led SERJobs for the past seven years and played a key role in expanding the organization’s mission and impact. Her appointment follows an interim leadership period led by Bryan Neely, who will now return to his role as Chair of the SERJobs Board of Directors.
Founded in 1965 through a collaboration between the League of United Latin American Citizens (LULAC), the G.I. Forum, and the U.S. Department of the Navy, SER – Jobs for Progress of the Texas Gulf Coast, Inc. has grown into a regional workforce development leader. The organization continues to focus on connecting talent with opportunity and supporting economic mobility for individuals from low-income backgrounds.
