The Metropolitan Transit Authority of Harris County (METRO) Police Department introduced a Mobile Operations Command Center (MOCC) to expand access to police services and strengthen public safety throughout the Houston region.
The mobile unit began operations at Moody Park in Houston’s Northside through a partnership involving Houston Mayor John Whitmire and Harris County Precinct 2 Commissioner Adrian Garcia. Moody Park served as the unit’s first location before it was scheduled to move throughout METRO’s service area based on transit and community needs.
The initiative provided METRO police officers with a flexible way to bring personnel, services and assistance closer to transit customers, employees and residents. Because METRO’s transit network spans a large portion of the Houston region, the mobile command center allowed the department to position resources where they were needed.
Garcia supported the initiative as an additional public safety resource for the area, particularly as police worked to support rail activity and strengthen relationships with residents.
The MOCC featured workstations, communication systems and space for officers to meet with members of the public, take reports and coordinate activities in real time. The setup allowed officers to engage directly with community members while supporting police operations across the transit system.
The initiative also strengthened regional cooperation among METRO, the City of Houston and law enforcement agencies throughout the area. METRO credited the city with helping coordinate collaboration among local law enforcement agencies to encourage departments to work together and make more effective use of resources across jurisdictions.
The mobile command center was part of METRONow, an agency initiative led by METRO Board Chair Elizabeth Gonzalez Brock that focused on improving safety, cleanliness, reliability and accessibility throughout the transit system.
The MOCC complemented METRO Police’s growing network of substations and regional partnerships by providing a mobile resource that could reach different communities as needs changed.
Through the initiative, METRO expanded its approach to public safety by bringing police services closer to the people who use and depend on its transit system.
