Toro District™ Development Plans Unveiled for Northwest Harris County

Harris County Commissioners Lesley Briones and Tom Ramsey joined the Houston Texans and Howard Hughes Holdings Inc. in unveiling plans for Toro District™, an 83-acre sports and entertainment destination in northwest Harris County.

The site is located in Bridgeland’s urban core, Bridgeland Central, west of the Grand Parkway off Peek Road. The development is designed to support continued population growth in Cypress and Katy, two of the county’s fastest-growing communities, with Harris County projected to grow nearly 40 percent over the next 25 years. 

When complete, Toro District™ is expected to generate approximately $34 billion in long-term regional economic impact and create more than 17,000 jobs.

Texans Headquarters and Athletic Complex

The Texans’ new headquarters will span more than 175,000 square feet and serve as a centralized hub for both football and business operations. The complex will include an indoor fieldhouse and three outdoor NFL training fields to support year-round activities. The fieldhouse is designed to host nearly 16,000 attendees and will also accommodate community events, graduations, and national programming.

The headquarters and athletic complex are planned to expand youth sports access, with multiple flag football fields and capacity for up to 21 volleyball courts. Students from Cypress-Fairbanks Independent School District, Waller Independent School District, and Lone Star College are expected to have access to internships, structured career pathways, and sports-focused academic initiatives connected to the development.

Mixed-Use Development and Public Infrastructure

Beyond the Texans’ headquarters, Toro District™ will include nearly 2 million square feet of walkable office, healthcare, hospitality, retail, and entertainment space. Plans include:

  • 1 million square feet of premium office space
  • 300,000 square feet of retail and restaurant space
  • 250,000 square feet of healthcare and sports medicine facilities
  • Two hotels totaling 300 rooms
  • Approximately 1,300 multifamily residential units


The development also features a 25,000-square-foot Harris County annex to expand local access to county services. Additional infrastructure plans include six parks, approximately 5,000 parking spaces, hike and bike trails, and roadway extensions to Mason Road and Peek Road. Workforce training and apprenticeship programs are included as part of the public-private partnership.

Global architecture firm Gensler is leading master planning and design, while Howard Hughes Communities manages leasing. The development is scheduled for completion in 2029.
