Harris County Commissioner Rodney Ellis has announced the launch of Plan Together, a set of five new mobility programs for fiscal year 2026 aimed at improving safety, accessibility, public health, and resilience across Precinct One. The programs represent a commitment to equitable infrastructure investments across Houston neighborhoods, ensuring all residents have access to safer, more sustainable streets and sidewalks.
Plan Together is designed to respond directly to community needs through an open application process. Constituents, school leaders, and community groups can apply to bring critical infrastructure improvements to their neighborhoods. Each program follows an annual application cycle, with deadlines ranging from February through August 2026. Projects are reviewed and scored, and the highest-ranking applications will receive funding and implementation support.
The five programs include:
- Orphan Roads Program: Supports the adoption, improvement, and maintenance of roads currently lacking legal ownership or responsibility.
- School Safety Program: Enables school leadership to request infrastructure upgrades to make it safer for students to walk or bike to school.
- Street Lighting Program: Expands access to roadway lighting to improve neighborhood safety and visibility.
- Neighborhood Traffic Calming Program: Introduces speed-reducing measures on residential streets to reduce crashes and enhance public safety.
- Partnerships Program: Provides funding opportunities for community-led projects, with details launching in early 2026.
Commissioner Ellis emphasized that the initiative reflects his equitable approach to local infrastructure, ensuring that all neighborhoods in Precinct One—spanning Houston’s urban core, eastern communities, and surrounding areas—receive the same basic level of service. Residents in every zip code will benefit from safer roads, well-lit streets, and infrastructure designed to withstand flooding and other environmental challenges.
Plan Together represents a comprehensive effort to engage the community in shaping the future of transportation, public safety, and neighborhood resilience in Harris County’s largest precinct.
