Covenant House Texas Unveils $55M State-of-the-Art Campus to Expand Services for Homeless Youth in Houston

Covenant House Texas, a nonprofit dedicated to supporting youth experiencing homelessness, has officially opened its new $55 million facility in Montrose, significantly expanding its capacity to serve vulnerable young adults ages 18 to 24. Located at the intersection of Lovett and Yoakum Boulevards, the 104,000-square-foot building replaces the organization’s former headquarters and increases its nightly accommodation capacity by 50 percent.

The new campus, named The Jamey Rootes Campus in memory of the late Houston Texans president and longtime Covenant House supporter, is purpose-built to meet the unique needs of the population it serves. Designed by global architecture firm Gensler and constructed by Harvey Cleary Builders, the four-story building includes a wide range of features tailored to foster recovery, growth, and long-term independence for youth overcoming homelessness and human trafficking.

Inside the campus, residents will find trauma-informed design elements such as warm lighting, natural materials, and large windows that create open, calming spaces. The comprehensive facility houses Covenant House Texas’ wraparound services under one roof, providing access to physical and behavioral health care, a digital resource library, music studio, fitness center, computer lab, chapel, and outdoor gathering spaces.

Special design features include an updated clinic for expanded health care services, an indoor basketball court with emergency shelter capabilities, and flexible spaces designed to adapt to future needs. These enhancements support the nonprofit’s continuum-of-care model that includes mental health counseling, educational and job training programs, housing support, pastoral services, and more.

With this new facility, Covenant House Texas strengthens its commitment to providing at-risk youth not only with safe shelter but also the tools and resources needed for sustainable independence. The project was made possible through a successful public-private partnership and the organization’s “Building for Life” capital campaign, which raised more than $52 million toward a $55 million goal.

Anthony Flynn, Covenant House CEO

The grand opening of the new campus coincides with a leadership transition, as Anthony Flynn was recently welcomed as the organization’s new CEO. Flynn will lead Covenant House Texas into its next chapter of expanded service delivery and community impact.
