In an exciting development for the city, Mayor John Whitmire has announced the appointment of Thomas Muñoz as the new Chief of the Houston Fire Department (HFD). This significant move brings a wealth of experience and a renewed vision for the safety and preparedness of Houstonians.

Thomas Muñoz, who previously retired as an Assistant Chief from HFD, has an impressive track record. Most recently, he served as the City's Emergency Management Coordinator and acted as the Director for the Mayor's Office of Public Safety and Homeland Security. His deep-rooted dedication to emergency management and public safety is widely recognized, making him a highly respected figure in his field.

"Chief Muñoz is a strong leader dedicated to preparing and protecting Houstonians for emergencies. I believe he is the best emergency management coordinator in the country," stated Mayor Whitmire. "His experience, knowledge, and respect within the community are unparalleled. I have had the privilege of working alongside him during critical events such as the flooding in Kingwood, the derecho, Hurricane Beryl, and the winter freeze. I am confident that Chief Muñoz is the ideal person to lead the City's fire department at this time."

With over 29 years of experience as a first responder and emergency manager, Muñoz's credentials are impeccable. During his 24 years with the Houston Fire Department, he oversaw vital areas such as Homeland Security, Public Affairs, and HAZMAT. He is a member of FEMA's National Advisory Council and has completed notable certifications and programs, including the Executive Leadership and Management Certification from the University of Notre Dame's Mendoza School of Business and the Homeland Security Executive Leadership Program from the Naval Postgraduate School.

Muñoz's distinguished career also includes serving as the Emergency Manager and Homeland Security Director for Texas City before returning to the City of Houston. Additionally, he retired as a Commander from the United States Coast Guard (Reserve) after 21 years of service, where he held pivotal roles such as Deputy Incident Commander for the New Orleans Vessel Removal Projects and Emergency Preparedness Liaison Officer during Hurricane Maria in San Juan, PR.

His academic achievements are equally impressive, holding Master's degrees in Emergency Management and Homeland Security from American Military University and currently pursuing a Master's degree in Crisis Communications from Texas Tech University. Muñoz also holds a B.A. in Political Science from the University of Houston.

As the 37th chief of the Houston Fire Department since it became non-volunteer in 1895, Chief Muñoz succeeds Chief Samuel Peña. The City of Houston extends its gratitude to Chief Peña for his years of dedicated service.
