A Historic Victory: Charles Johnson Becomes Baytown’s First Black Mayor

Baytown, Texas, has etched a remarkable new chapter in its history with Charles Johnson’s victory in the December 14th runoff election, making him the city’s first Black mayor. This isn’t just an electoral win; it’s a resounding statement of progress, unity, and hope for the diverse residents of this Gulf Coast gem. 

A Homegrown Leader with Deep Roots

Johnson, a lifelong Baytown resident, has always been a man of vision, deeply connected to his community. “I’ve loved Baytown all my life. Since I was eight, I knew I wanted to represent my neighbors without regard to race or color,” he reflected. Johnson’s journey—from the local schools of Goose Creek ISD to his dual studies at Lee College and the College of Biblical Studies—set the stage for his leadership.

Elected to the City Council in 2016 as the first African American representative, Johnson’s win against incumbent Mayor Brandon Capetillo marks the culmination of years of dedicated public service. Garnering 54.93% of the vote with 1,563 ballots in his favor, Johnson’s victory resonates across Baytown’s 84,000 residents—a melting pot of Hispanic (50.8%), White (29%), Black (15.8%), and Asian (4%) communities.

Married to his wife LaToya for 23 years and a proud father of five—Christopher, Keyshaw, Charles, Charleston, and Charlayne—Johnson understands the power of generational change. “Having my older children join us to vote was emotional for LaToya and me. Teaching them that local politics matter most was powerful,” Johnson shared.

From serving on the YMCA Board to the Fred Aguilar Promise Center and Communities in Schools, Johnson’s dedication to youth programs has long shaped Baytown’s future leaders. His involvement with the Baytown Chamber of Commerce, Goose Creek ISD Education Foundation, and Highlands Sports Association underscores his commitment to holistic community building.
