TX-18th Congressional Update: Edwards and Menefee Head to Runoff as Rep. Al Green Announces 2026 Campaign in Newly Redrawn District

The race to fill Texas’s 18th Congressional District seat is headed to a January runoff between Amanda Edwards and Christian Menefee. The winner will serve the remainder of the 2025–26 term under the current district map before new congressional boundaries take effect ahead of the March 2026 primary. The runoff victor is expected to seek another full term and will likely face longtime Congressman Al Green, who has confirmed he will run for Congress in the newly redrawn TX-18 district.

On Friday, November 7, 2025, Congressman Al Green released a statement emphasizing his continued commitment to represent his constituents amid Texas’s redistricting changes. Green, who has served the 9th Congressional District since 2005, said he has spent years—alongside the late Congresswoman Sheila Jackson Lee—fighting to protect and prevent the relocation of the historic 18th and 9th districts.

In his statement, Green condemned the redistricting process initiated under President Trump and Governor Abbott, calling it a “corrupt racist election rigging” effort aimed at hijacking Democratic congressional seats. He stated that the newly drawn 9th District has been shifted east into Liberty County, while much of his current constituency has been moved into the new 18th District.

“I am not moving to the newly Trump/Abbott Republican-drawn and approved 18th Congressional District,” Green said. “In truth, the newly approved 18th has moved to me and my home of more than 25 years. President Trump’s racist power grab has hijacked our great 9th Congressional District for Republicans and moved the newly approved 18th back to me.”

Green pledged to continue fighting both in and out of court to defend Houston-area communities and confirmed he will file to run for Congress from the newly drawn 18th District, where he and many of his current constituents now reside.

“I won’t let President Trump stop me from fighting for you,” Green stated. Quoting the prophetic words of C.A. Tindley, he concluded, “Harder yet may be the fight, right may often yield to might… but there is a God that rules above, with a hand of power and a heart of love.”
